What is being measured

A bank branch does two things with money. It takes deposits — the money people and companies leave with it — and it lends, to households and to businesses. The banking authority publishes both amounts for every province, four times a year.

Dividing the one by the other gives a single number for each province. Below the point where they are equal, the branches in that province hold more than they have lent; above it, they have lent more than they hold.

One thing has to be said before the answer. The amounts are counted where the branch is, not where the borrower lives or where the money is earned. A company with its head office in one province borrows through the branch it banks with, and the loan is counted there. So this is a reading about branches, not about how indebted a province is, and nothing in it is money moving from one province to another.

The answer

In 69 of the 81 provinces the branches have lent more than they hold. In the other 12 the deposits are the larger of the two.

Two things are outside these province figures. Branches abroad are not counted in them — they hold 6.2% of all deposits and 1.2% of all loans. And a province’s figure is about its branches, so a large ratio is not a statement about the people or the companies of that province.

What changed this quarter

Second quarter of 2026 The number of provinces where the branches have lent more than they hold went from 61 to 69.

What this does not mean

  • It does not mean the people of a province are more in debt than the people of another. The loan is counted at the branch, and who borrowed it is not in these figures at all.
  • It does not mean money is being carried from one province to another. Nothing here follows a lira from where it was left to where it was lent.
  • It does not mean a province is doing well or badly. The ratio is not a measure of how healthy an economy is, and nothing here says why a number is where it is.
  • The figures are the ones the banks reported before their accounts were final, and the publisher may correct a quarter it has already published.
